CFL flicker with switch off

This is happening on more than one circuit and as Gar has pointed out capacitive coupling seems unlikely.

What about another form of induction from some other source? Is the homeowner a HAM or is there a radio tower nearby?

Not sure if there could be enough coupling from such sources but just wanted to throw it out there.

Do you have access to an O'scope? When I have issues that are unclear as to their cause having a "picture" of the offending voltage can be helpful.

If I connect a 20-30 W 2 meter transmitter to a beam antenna and then a few feet away from the beam I hold a 20 W fluorescent lamp and move around I will get a steady glow that is proportional to field intensity from the beam.

Demonstrated this about 46 at a ham meeting. Still have the same antenna up in the attic.
