CH Meter/Breaker Combo Question - No Main Breaker

Hello,
Questions in reference to a CH/Eaton MB1212L200BTS. It's a combination box with the meter on top, 12 circuits below and only a main lugs. So although it is a main (meter combo) panel has no disconnect. From what I've read, it's primary purpose is as a service box with 6 double pole breakers. 6 throws and all power is off, which is Code compliant and hence no requirement of a main disconnect.

My question is about serviceability. Does this panel work like a split panel? If the 6 switches are thrown (off) is the panel de-energized? Else how would one add any future circuits without pulling the meter (and who'd want to do that...)

The "MB" in the stock number usually means its a main breaker panel.

ETA: looking this up, apparently they broke their own rules about "MB" meaning main breaker. In this case it is "meter breaker".
Turning off any/all of the six breakers does not de-energize the panel any more than turning off a main breaker in a main breaker panel does. Turning off the main does kill the panel below the main but there is still voltage present.

You would only need to pull the meter to de-energize the lugs, and that should theoretically supply a main breaker either near this panel or within the supplied panel.
 
The 90amp breaker in the panel supplies a sub panel in the garage with the remaining home circuits.

Pulling the meter kills the lugs but also the bus in this case, unlike service with a main breaker which will have only energized lugs when the breaker is off. Thanks for the responses. With all circuits off effectively no different than a mains box at that point, given the bus is covered by breakers.
