Strut is the best way IMHO, but to play devils advocate, the original install is not code compliant, but how unsafe is it?

As was mentioned before, code compliance is up to the AHJ. The AHJ might decide that EMT is adequately secured with jack chain. The NEC does not define "secured", so it is up to the AHJ.
