Challenger panels- 2 types?

It seems there are two types or styles of Challenger panels and breakers?
One type can be replaced with Eaton BR legally (and Elec inspector pass) and the other style is similar to Zinsco style and the panel should be replaced?
Is this correct?

I believe challenger is not like Zinsco, but rather like FPE or federal pacific 'stab lock' however, I have never seen one of these panels.
jaref has a good old post in it here:

The Challanger twin or 1/2 size breakers that are compatable with eaton BR are also garbage, possibly much worse then FPE.

EDIT I am wrong I think they may have also made QFP QFP Series Sylvania, 'Z' breakers labeled 'challenger'

By the time Challenger came into existence, the Zinsco 3/4" panels had been discontinued, just the replacement breakers had Challenger branding, BTW there are FPE panels out there with Challenger branding.
