I think it means the insulation is dual rated. all the -2 in the table of 310.13 allows for a 90 C rating and dry & wet location

To add to what Dennis said, if you go to T310.16 you will note that the ampacity for -2 conductors are all in the 90 degree column, while XHHW and others is in both the 75 and 90.

One is for wet, 75, and the other is for dry, 90. This in 310.13 also.
