Chapter 9 Table 8

In table 8 columns where it has Quantity they have quantity 1 and quantity 7 for wire size from 18 wag to #8, then it jumps to just quantity 7 . Why? I need to know the property of just one number 4. Just trying to understand how to use this table. thank you.
 
Yes that is the number of strands. Above that in the table is says Stranding.
 
If you look at #12 i comes in either a sold- one strand or stranded which has 7 smaller wires.

Notice the conductors over #8. None of them comes in one sold conductor other than those used for grounding or grounding electrode conductor.-- you wouldn't be able to bend it much if it did. #8 is the last size that is solid but even that is not used often. The NEC doesn't even allow solid wires in a conduit over #10 except in a few cases.
 
310.106 limits the use of solid conductors in a raceway to #8 & smaller thus limitimg the need to knwo cilmil on solid conductors larger than #8..
