I've never heard of checking a ballast this way.
Try a standard incandescent lamp in the socket, with adapter if required. If it works then the ballast is OK. There is a way to test the ignitor but it requires a socket jig. If not the ballast I would change the ignitor.
Assuming the lamp is good, of course.
humm good one here but here the catch if the wattage is 150 or less ( 55 lamp voltage ) genrally have reactor ballast it kinda straght shot test but i look at my book for hid troble shooting it dont say much for off line test what you describe but here my pointer real quick with power on 150/55v bulbs or smaller use the indsecent light bulb for 150/100v bulb and 250 and 400 watts use the mercury vapour bulb with proper wattage but for 1000 watts best way is replace with new bulb or change with kownen working bulbs ( 35 to 150 watts use 120 volts open socket setting but 150 and 250 and 400 watts are near 250 volts range maybe little more higher depend on ballast set up but 1000 watts is at least 480 volts ! )
