In my opinion, there is nothing wrong with fuses or single pole circuit breakers. In the case of circuit breakers, the handle ties are for switching, not for opening the other poles under tripping conditions. I see no real difference between circuit breakers and fuses except circuit breakers are capable of being constructed with a common trip mechanism.
I think the problem has been that the multi-pole circuit breakers with handle ties have normally tripped the adjacent poles when one pole tripped. Electricians have become lazy and not checked the other terminals under those conditions and have assumed a dead circuit. Due to this habit, the single pole circuit breakers with handle are in the process of being prohibited.
