Fuses work because of the physics of current and melting point. I don't have to "test" a Big Mac to know it has two all beef patties, 1000 calories, etc.
Many years ago, a Bussman sales guy came to a code class and demonstrated the power of fault currents. That alone made me a believer in fuses over circuit breakers although it is a constant battle with the ease of resetting a circuit breaker to convince most people.
I agree that there are places for both especially CB in low fault current applications.
