After having changed out a pnel and service, received a no heat call from the customer. The heating system has tandum furnaces. One furnace does not work. The other furnace works only when I have the breaker turned off. It appears that the HVAC people fed the two units with a 12-2 MC. It is goiung to a non accessible junction box and then split to the two units.

Any ideas as to why the furnace works only when the breaker is in the off position?

I guess we can imagine anything. My first guess is that there is a lot of missing information. I would be curious as to info on what type units these were, how they were really fed, etc. One big flag is the non accessible junction box. If it is non accessible, how do you know what is going on there?
 
did you reconnect the wiring the same as it was in the existing panel? I would install 2 new circuits and do away with the HVAC guys creative wiring

Exactly what I was thinking somehow I think both legs are being brought to the same potential (hot) and that is why no current is flowing then you could trace out the other circuit and maybe find the harry homeowner work.
 
I was thinking a idea get a 240v bulb and hook up where is the furnace power connection if they ran the connection in series the light will be barly dim but get one the legs crossed then the 240v bulb will be bright then you know someone did tapped to the A/C circuit.
