Thank you all this was some very constructive advice and gives me something to look at when I get back on site. And I agree with the comment that something is not right. I did not install the system, was only called in to trouble shoot what is happening.

When you have determined the correct settings, make a label for the inside of the door, motor amps, service factor, service factor amps, overload dial setting, overload class, motor hp, mcp setting.
AB makes a plastic cover for the overload dog dial that may prevent tampering

I usually just use some torque-seal (pink plastic goop for bolt threads) on the dial, just a dot across the joint between the fixed part and the moveable part. Once it hardens, if they tweak the dial, it breaks the dot and you know that someone tampered with it.
