Say we have a 15A circuit. Is the equipment grounding conductor run with this circuit considered a conductor of the circuit?

It is not a circuit conductor, it is a conductor required to be run with the circuit in almost all cases.

Metal raceways are permitted to serve the purpose of this conductor in most cases.

One 14-2 cable would be concidered as 3 conductors for box fill (6cu.in.)

Not really relavent to the OP.

Two 14-2 cables would be considered as 5 conductors for box fill.

Threee 14-2 cables would be considered as 7 conductors for box fill.

A raceway with 20 circuit conductors installed in it only needs one EGC installed to serve all the circuits.

It appears after a very long thread that we can not call it a circuit conductor but is a needed conductor that runs with circuit conductors. Sounds crazy but read that link

It's obviously a conductor but not (normally) a circuit conductor.

I only becomes a circuit conductor when something goes wrong.:D

you all know that if we were to go back to calling things what they are,. then we wouldnt have all this confussion about circuits and conductors . line, load, neturals, and grounds...

What is the confusion? If there is no definition for terms then you will always have people that have a different definition than others for certain things and there will be confusion. Take a simple word like 'wire'. If you used that word in a sentence with out any indication of exactly what you were talking about and asked 100 different people what the sentence is talking about you may be suprised with how many different answers you will get. It could be a single electrical conductor - and even that could be several different types of conductor, it could be a multiple conductor cord or cable - again that could be several different types, there is also hundreds of other types of wires that are not used for electrical purposes.

what difference does it make they are the same wire, tied together at the point of disconnect.

You ever seen where a neutral was also used for equipment ground or vice versa, and then something happens to continuity of the conductor? You do not want to touch the metal frames of items that are connected to this and contact other grounded items at the same time. Sometimes learning the hard way is the only way to learn the concept of what is going on here.
