circuit split

Hello, i am adding outlets and lighting to my garage and there is large plug that looks like it was used for shop equipment in there. I'd like to use this circuit if possible and split it.
It's got a direct run to the circuit panel (about 10 feet away), using 10-3 w ground. It's using a two pole 30amp circuit breaker. Two blacks going to one, red and white going to the other.
I'm not sure how to tell if it's 208 or 120. The outlet itself on the front says 50A, 125/250V on it. The white wire is not connected to the outlet.
But there's no guarantee it was installed properly... as we've found with a lot of other things in this house. :)
