Circuiting Metal Halide's w/Restrike

In circuiting a 400 watt metal halide fixture with a quartz restrike, I am assuming that 460 watts (ballast draw) + 150 watts (Quartz) = 610 watts per fixture is correct. Since the quartz lamp will be energized as the fixture trys to restrike, both amperage draws would be concurrent. Is this correct?
 
yes you have to add the quatz stand by wattage to the normal ballast + light bulb load.

many time i useally use the worst case sernico to lay out the lighting circuits and not all the luminaires will use the quatz stand by system so when you lay out the circuits so keep in the mind it can crop up if not carefully with this.
