Does anyone have any insight to offer on clamp-on grounding testing (as an alternative to Fall-of-Potential testing)? Is it considered a reliable test if done right? Where is the measurement taken?

A clamp on ground resistance tester is only reliable that I'm aware of when you are measuring the grounding electrode conductor for a single rod that is not connected to any other grounding electrodes. For multiple interconnected rods or multiple interconnecting grounding electrodes, it is recommended to use fall of potential

Clamp on ground testing is not a substitute for fall of potential testing. Read the tester's manual.

Clamp on ground testing is not good at telling you how good your connection is but it is great at telling you if a connection exists. I have used it to see if grounding paths actually exist, such as between building steel and a buried ground ring.
