class 1 div or 2?

I am attempting to figure out if a location is division 1 or 2. If I have a facility that is outside, and pumping gas, oil ,or propane from pipes that come up from underground and then get pumped back underground to another facility I have enough quantity, but under normal operating I have no leaks or open containers. I am not transferring from one container to another. Should that make it a div 2?

From your description, Yes it sounds like div2, BUT, enginering doc's should show a plot plan with classified areas for this facility. I would not take the responsibility for such decision.........
