Class 1 Power Limited DC

Do Article 725 Class 1 requirements apply to DC circuits? Seems like it does to me.

But I have a vendor supplying 24VDC 2A actuators that are supplied with a 5 ft pigtail and no provisions to terminate conduit to the housing. The controller for the actuators has a max capacity of 10A. (240VA) They recommend connecting the pigtail to the building wiring at a j-box, with a terminal strip or wire nuts to facilitate removal for repair.

Seems like this wiring should be in conduit for the entire run. What do you think?

Yes, Artcile 725 does apply to DC circuits.

Class 1 circuits are required to be installed using wiring methods listed in Chapter 3.

Are you sure the power supply serving the actuators are class 1? If the power supply is class 2 or 3, only the supply side is required to be installed with a wiring method listed in Chapter 3.
