Class 2 plug in transformer

Is is allowable to plug in a Class 2 transformer with flexible cord supplying power to a video camera in a hospital imaging room or does that violate 400.8?
 
It is permissible by the equipment vendor. In general whether it’s a camera or not for a class 2 transformer to plug in a fixed piece of equipment, is that allowable or does it violate 400.8 by not allowing flexible cords above accessible ceilings to be plugged into fixed equipment?
 
If the wall wart were plugged into a wall outlet and only the Class 2 wiring was run in the ceiling it would be fine. But running portable cord as permanent wiring is a Code violation.
