Class I div 1 seals for flexible cord

We have a Class I div 1 factory sealed light fitted with an explosion proof junction box where our connection with SOOW cord is made with terminal strips. Our SOOW cord is fed out of the junction box with a standard CGB. Is it required to have a seal off leaving the junction box as well? I have been scouring NEC 501.140 and the adjacent sections but 501.140(b)(4) leads me to believe yes, but 501.15(A)(2) has me thinking otherwise.

What requires the connection to the light fixture to be a flexible connection? If the fixture is not movable, I would not permit the use of a cord connection.

See 501.15(A)(1) for the seal requirement.

It is not permanent lighting fixture. It is on a moveable cart, terminated with an explosion proof 1523 plug
 
I guess Don isn't going to follow up on this one.

The CGB doesn't meet the requirements of Section 501.10(A)(2)(2); i.e., it isn't listed for Division 1. It may not be adequate for Section 501.140(B)(3) either. Cable grips are preferable. It's an AHJ call.

If you do find a suitable connector, see Section 501.15(A)(1)(2).
