Classification of Aluminum Powder & Paste

Hi All, I'm looking for some support here. Does anyone have any recommendations for classifying an Aluminum powder mixture as "paste"? I understand that regular aluminum dust creates a Class II, Divison 1 Group E classification for both normal and abnormal conditions.

However, when the aluminum powder is mixed with a base to create a paste, and the paste is used in another room, is that also treated as aluminum dust?
