Clearance between opposing devices

All I have an issue and need help finding the appropriate code.
I have a 200a 480v disconnect facing a exhaust fan control panel.
The issue is we have 42” clearance between the two devices face to face in an area that offers side to side open clearances.

The issue is we have 42” clearance between the two devices face to face in an area that offers side to side open clearances.
An issue arose from

The devices are not a part of a single system
One is a 200a fused disconnect for a blower and the other is a 30a FVNR disconnect/starter for an exhaust fan

That is a condition 3 installation, and you need 48" face to face to comply with the code.
