Clearance for panels

In this case I have an electric heater that is contained inside of a HVAC unit. This HVAC unit is large enough to walk inside of. When you open the door and get inside you have close the door in order to open the hinged electrical panel door on the heater that is above eye level. Is this any violation?

What if any codes apply to the clearance requirements for the heater panel?

Can this be classified as a junction box and if it could would the same codes apply?

What I am not sure of really, is when you build large HVAC units do the clearance codes for things contained inside of unit apply. What if this was a VFD mounted on the wall, are there clearance requirements for that?

I don't think the NEC applies to the internals of an item that is manufactured and sold as a complete unit.
 
I agree with Charlie. Listed equipment doesn't need to follow the NEC. How many times have you seen motor control centers or UPS systems with multiple conductors jammed into one lug or parallel conductors smaller than #1/0?
