Clearance in front of panel

We have a dedicated 120/240V distribution panel located inside an analyzer cabinet 5' wide x 6'-6" tall x 3' deep. The AHJ requires a minimum of 36" of clear work space in front of the panel. Ref NEC 110-26. The code clearances apply to equipment "likely to require examination, adjustment, servicing or maintenance while energized. The panel board is dedicated to this cabinet. No branch circuit exit tthe panel board. Examination, adjustment, servicing or maintenance while energized is not likely to be required and when required, will be performed with the panel board de-energized. Can anyone provide some insight?

Prove it. Sorry but thats what the AHJ is going to tell you. Remember that 110.26 is for YOUR protection. Don't jeopordize some poor maintaince guy's life by not giving him the proper clearance that he/she needs.

If the analyzer is a piece of "industrial" equipment, then it's construction is not under the jurisdiction of the NEC.

I just did a residential EMF check-up in a CA residence. The symptoms pointed to neutral-ground bond in the subpanel. This panel was inside a kitchen cabinet. Shelves had been installed and filled with food right up to the panel. With the food removed I had to snake the cover off using an offset screwdriver. Even then, with my head bent sideways between shelves I couldn't visually inspect the panel.

I told the homeowner the shelves must be removed down to the floor for further inspection and possible work, but I was wondering about the enforcement. The shelves were obviously installed at a later date. So who would enforce removal? (In this case there will be no need for force, but I am curious). The fire inspector?
