After re reading 410.8 I have to agree that it does emphasize fixtures and not bulbs.So I guess until it says bulbs we have to go along with the current code.

It is the FIXTURE LISTING not the lamp installed in it that makes the difference.

The electrician installs the FIXTURE so there is no what ifs about the homeowner at the time of inspection.
