Closet Finished Basement, GFCi?

I have a room (could be a bedroom) in a finished basement with a small closet. The closet contains the service and the Fios ONT, is GFCi protection required for the equipment receptacle within the closet?

If it is a bedroom, it had better have an egress window...

..This is a bit of a tangent because the thread is about GFCI protection.

406.4(D)(3) is the "Old Work" code for Ground-Fault Circuit Interrupters, and should not be ignored, since it can apply to bedrooms or closets without receptacle grounding in place 406.4(D)(2).
