An incandescent fixture with a compact flourescent bulb installed......Would the requirement be 12" from storage space or 6". I know the arguement will be that someone could replace the bulb with an A19 but then taking it a little further if a flourescent fixture was installed, someone could replace the fixture with an incandescent fixture.

No matter what lamp you install in it the fixture will still have a UL tag that says 'incandescent fixture'

I Agree with Bob and John. Also, I have called it in the past.

It is expected that the HO will be changing the lamp at some point in time but it is not expected for the HO to change the fixture.

Even if the HO replaces fixtures, we have no control unless they pull a permit & request an inspection. No matter how hard we try, we can't idiot proof.
