co-generation used as emergency

Can a co-generation plant (the plant consist of a 2MW natural gas generator) be used as an emergency source of power?

Alos. in the 2005 edition, section 700.12-E states that a a single fuel cell system shall not serve as the sole source of power for emergency/standby. Would I need to install two fuel cells or one of the sources listed in 700.12 to back up the fuel cell?
