I would use my years of construction experience, my well stocked van and my giant human brain to process all the information available, then decide which route to take.
There are generally several ways to approach and complete any installation. That's what keeps it interesting and that's what can earn us good money.
Remember that modern consruction will have bond beams and piers. Quote it for worst case (surface run conduit/grouted solid block wall) and look for more efficient options when you start the job.
