If you read 334.23 it says you must comply with 320.23.

ok i got it it pays to comprehend what you read. but where does it state crawl openings as well as attic? Or are they making us do something we dont have to do?
 
The exact wording is:
334.23 In Accessible Attics.
The installation of cable in accessible attics or roof spaces shall also comply with 320.23.
to me that would mean in addition to the requirements of 334, if the cable is installed in accessible attics it would need to comply with the same requirements stated 320.23.
 
but my question is there any code around crawl space openings? Its been that way since I started here in NC

There is no NEC requirement for NM cables in a crawlspaces that are similar to 334.23 for attic spaces.

The NEC requirements for crawlspaces are located in 334.15(C).
