You mean IC rated cans. They can be in contact with insulation.

Fire rated cans. Normal cans don't maintain a fire rating, which might be necessary between floors of multi-family dwellings, hotels, and commercial structures.
Some recessed cans are 2-hour rated.
To address the OPs question, is the ceiling fire-rated?
This is probably an ignorant question, but would these "fire rated" cans also be listed as I/C? Would they have to be?
