When do you need to sheetrock around can lights for fire rating. I thought they made fixtures rated for this so sheetrocking was not required

There are fire rated cans available. I would check with your supply house to get them.
 
I would recommend using them. Yes, they're more expensive than traditional cans, but there's far less labor involved in maintaining your fire rating.

But check to see if you really need them first.
 
In your other post you asked about residential. You would need to do that in the garage if there is living space above it or possibly a condo or apartment that has a different unit above it. We had one where the floor/ceiling was rated even in the same unit. You may also have to do it if it's multi family and has a common attic.

A sheetrock barrier may also double for energy code provisions as an Air Tight condition to compensate for perforated cans without sealed fixture trims.
