Code for neutral

Hi All,
I have a situation I could use some advice on. I have two section panels, A and B. My branch circuit comes underground to section B using a chase nipple that goes to section A panel. When they pulled the wire, they stopped the neutral on B, but carried a hot leg to A. These panels don't connect with any type of bus bar. B is fed from A. What I want to know is this- feeding my hot legs from A, but stopping the neutrals in B, does that meet code? I know the neutral and hotwire have to be on the same conduit according to code book. Thanks for any suggestions.
 
The grounded conductor needs to pass through all metalic raceways the ungrounded conductor passes through, this is to negate inductive heating and EMF issues.

The approach might be tempered as to whether one looks at this as one "two section" panelboard or two panelboards, but three areas of concern to me would be 300,3(B)which Roger pointed out, and 210.4(A) and 210.4(D) if you are dealing with MWBCs
