Code for sealing of UG Conduit

Need information on what requirements there are for the sealing of conduit that penetrates a building below ground level. In this particular instance the 3" pvc conduit enters the building 3 feet below ground then LB's strait down into a switch cabinet.
It is conceivable to me that the conduit buried outside could at some point be damaged by landscaping or construction or ??, possibly allowing water to infiltrate the duct and flow right into the switch cabinet.
Does the NEC address this scenario?

The applicable code section is 300.5(G). Even if the pipe remains intact, condensation will eventually find its way in. Ideally, the conduit should have entered the enclosure near the bottom.
