So I was doing an above ground pool, and the factory light came with a straight blade 120V plug. I installed this 7' from pools edge with a single receptacle, with a IN USE bubble cover.

Inspector had failed me because I needed a TAMPER RESISTANT AND WEATHER PROOF SINGLE RECEPTACLE.
This receptacle doesn't exist. WHY TAMPER RESISTANT, the light is the only thing that plugs in, and WHY WEATHER PROOF, it's in a weather proof enclosure.

I understand I can simply cut the factory cord off and use a TWIST LOC, but come on. Are are single family dwellings required to be tamper proof. Is this a new code?
I can't seem to find in 2011.
 
406.8 requires it to be weather resistant.

You might be able to fight the tamper resistant requirement.

406.11 Tamper-Resistant Receptacles in Dwelling Units. In all areas specified in 210.52, all 125-volt, 15-and 20-ampere receptacles shall be listed tamper-resistant receptacles.

But I would just swap it out with a TR/WR duplex receptacle they are available.

By the way, do not cut a factory cord cap off, the inspector could have a problem with that.

Most newly installed receptacles in a residential environment are required to be tamper resistant. Some locations in [2011], even more in [2014],
Why? Because the CMP was persuaded that they should be. The fact that the receptacle is inside a box does not affect that requirement, and a kid might pull out the light plug and stick something in.

As far as single receptacle and weatherproof, if this is an underwater light there are some very serious requirements for how it must be connected.
If it is above water and part of the pool system package, then there are still special NEC requirements for pools and spas as well as any instruction the maker may have included in the package. Look in the pools and spas sections of the Code, not just in the general residential wiring sections.

I need a SINGLE TR/WR which does not exist. I can't even find a single WR receptacle.
 
I don't understand why it had to be single either. I had to move the receptacle 14' away from pools edge and 5'6" above grade. PASS.

The pass and seymour TR5351 is only tamper resistant, not Weather.
