It is a compromised ground....
What section of NEC violation is this to site.
I won't influence anyone with what sections I think on this.
This is on a MLO single phase panel. 3 wires with no separate grounding conductor....
Here are before and after. The "fix" someone did was to stack reducing washers on the top side of the bottom of the panel only ( it looks like 15 of them)... No reducing washer on the bottom. No grounding bushing. They also cut away about a third of each of the reducing washers on the back so they didn't have to take anything apart to put them on ....The conduit is the only ground.
I recommended the fix of cutting it the right length a PAIR of washers and a grounding bushing.. Would you think we need a grounding bushing on the meter end? (We may need to shut down several units to do so)
