Code question

Hi.
It is a compromised ground....

What section of NEC violation is this to site.
I won't influence anyone with what sections I think on this.
This is on a MLO single phase panel. 3 wires with no separate grounding conductor....

Here are before and after. The "fix" someone did was to stack reducing washers on the top side of the bottom of the panel only ( it looks like 15 of them)... No reducing washer on the bottom. No grounding bushing. They also cut away about a third of each of the reducing washers on the back so they didn't have to take anything apart to put them on ....The conduit is the only ground.

I recommended the fix of cutting it the right length a PAIR of washers and a grounding bushing.. Would you think we need a grounding bushing on the meter end? (We may need to shut down several units to do so)

You said meter end these are feeder conductors?

Yes. It is the existing feeder for a 100A MLO about 30 years old. My opinion is it was done poorly originally. The meters have the main disconnect/breaker about 100ft away. Multi unit Condo.

Since this is a feeder and there is no wire type EGC then a bonding bushing should be installed.

Agreed grounding bushing...

I am look for specific codes it currently violates. Do you agree with that and with the fat stack of altered reducing washers?..... I think it violated two or three sections.. 250.92 (A), 250.92 (B) and 110.3 (B)??

Don't see how 250.92 applies if this is a feeder. Maybe 250.96
Maybe 100.3(B), but what instructions were violated?

The reducing washers are cut/altered and I always believed they were to only be used in pairs. (One on the top, one on the bottom). I really don't believe they are used properly there.

What about 250.12?
