Up to the 2002 version, a dash was used to separate the article number from the paragraph number. It changed to "point" in 2005. Maybe someday they will change it to "dot." :)

Is that specified in the style manual or somewhere?

Where did you find it to say "point" as opposed to anything else?
That was my subtle way of saying that I am also a "point man." ;)

Actually, it is not uncommon to cite a code article without pronouncing the period out loud. When I say "310.16" out loud, I say "310" and I pause for a moment, then I say "16." There are a few articles whose numerical designations are so well known that people will insert a pause and not say "point" or "dot" or "dash." 110.26 and 250.122 are among them.

Ya'll probably got the "dot" thing from everyone saying WWW "dot" XXX "dot" Com! :)
But when you say the "WWW" part, do you pronounce each letter separately (as in "double u, double u double u"), or do you say the words (world wide web)? Anyone (other than Douglas Adams) notice that saying the words is three times faster? ;)
