Aside from missing the cover plate, that three gang box is not a weather rated box, and homemade or field made power strips like that are not OSHA compliant.

this was connected to a generator after a power outage if I remember the newspaper and facebook articles.. dont think anything was compliant in the area t the time
but it was also all done by a homeowner and not an electrician, and I think it was done in a caribbean island, but could be wrong... it was a few years ago... so could have been Luoisiana

Nor would OSHA have anything to do with how I leave a client's, um, "installation."
If I did my math right, a 20A circuit might charge at least 300 phones at a time...
