It depends on your POCO what they will allow. If they want the disconnect ahead of the meter locked, its "kindof" their disconnect.
I have been installing disconects ahead of the meter for 25 years. Some I consider a service disconnect, most are non-fused and locked by the POCO.
But watch the available fault current a non fused disconnect is typically 10,000 AIC rated
