If the owner of the multi-family dwelling unit explicitly forbids a tenant from having laundry equipment, you do not have to include the 1500 VA in your calculation of each unit. That has nothing to do with whether there is a central laundry area for use by the tenants. If the owner does provide a central laundry area, you must include that load in the service calculation (i.e., it will be included as "house loads"), but you still don't include the 1500 VA in any single unit.
If a test question tells you that the owner does not allow individual tenants to have laundry equipment, and if the "correct answer" to the question includes the 1500 VA, then the author of the question has made an error, and is teaching the wrong thing.
