Let me rephrase your question: Do you need to include the washing machine as a separate line item in the calculation? That answer is "no."

A somewhat related question; in a multifamily dwelling unit (apartment complex) that does not supply laundry service to the individual units and does not have a central laundromat, do we have to add in the 1500VA per unit for laundry CKTs for the service calc? My instructor says we have to (so on his tests I do), but the way I read 220.52 (B) it says to include the 1500VA for "...laundry BC as required by 210.11 (C)(2)". When I read 210.11 (C)(2) it says "...one additional 20-amp BC...to supply the laundry recep outlet(s) required by 210.52(F)". Exception #2 to 210.52(F) says "In other than one-family dwellings where laundry facilities are not to be installed or permitted, a laundry recepticle shall not be required". So, if I am reading this correctly (and not overanalyzing it as I sometimes do) 210.52(F) says I don't have to have a recep and 210.11(C)(2) would then say that I don't have to have a BC and then 220.52(B) would not require that I include this nonexistant BC in my service calc.

If the owner of the multi-family dwelling unit explicitly forbids a tenant from having laundry equipment, you do not have to include the 1500 VA in your calculation of each unit. That has nothing to do with whether there is a central laundry area for use by the tenants. If the owner does provide a central laundry area, you must include that load in the service calculation (i.e., it will be included as "house loads"), but you still don't include the 1500 VA in any single unit.
If a test question tells you that the owner does not allow individual tenants to have laundry equipment, and if the "correct answer" to the question includes the 1500 VA, then the author of the question has made an error, and is teaching the wrong thing.
