Combining metered and Unmetered branch circuits

We are installing a metered and unmetered service for Street Lights and landscaping outlets. The Service Entrance Cables (PGE) are landing on the Meter and passing through to another cabinet for unmetered. All branch circuits are circuit breaker protected.

THE PROBLEM: We are installing both metered and unmetered conductors in the same conduit to a single pull box(s) where the un-metered-conductors are spliced for the street light and the metered conductors are spliced for the landscaping outlets.

Can we combine metered and un-metered? Can we have conductors from two different sources in the conduits and pull boxes. How would a competent professional know that there are two sources in a pull box(s)? What are the Code violations, I am being directed to violate, if any.

Need some help before I but my company, insurance and license on the line?

The NEC doesn't care if a circuit is metered or unmetered that is really up to the utility.

As Dennis pointed out there is a prohibition to mixing service conductors and non-service conductors in the same raceway.

But, what about the two sources, and safety issues that arises. When you go to the service pedestal there are two panel(s) the metered panel in front and the unmetered panel in the rear. With all the conductors coming out of one conduit into one box how would the service electrician know that there was two sources.

Wouldn't this be a safety issue.
