combining meters on a multifamily

I posted this in pv and didn't get much response so I thought I would re phrase it. A four family house, the owner wants to get rid of the meters and put one meter for everything, meaning he will pay all the electric, It is an overall 200 amp service. This will mean re-feeding the existing panels from a new 200 amp panel, making them sub panels and re-doing the grounding. Do you think this violates 210.25, or other NEC or building codes. The owner wants to install a pv system for the whole house. I see problems (like tenants going hog wild with their electric, space heaters instead of turning on the gas furnace, etc.), but no actual code against it. The POCO doesn't care from what I'm told.
