They don't need a receptacle, but if one is installed, does it need a designated 20 amp circuit?

No, there is no NEC requirement that a receptacle installed in a non-dwelling unit bathroom be on a 20 amp circuit.

Chris is correct. and to go further there is nothing in code about commercial circ. being less than 20 amps. either. It's all a design issue.

Don't forget to GFCI protect it if you do put in a receptacle.

Are receptacles even required in commercial bathrooms? I don't think they are but want to make sure. Thanks.

No they are not required but if you install one they must be GFCI protected
