Does any of this apply if the wet rated (3R, 4, 4X, 6, 6P) enclosure is installed in a dry location? Any requirement to maintain the rating?

No NEC requirement at all to "maintain" the rating of the enclosure. You can exceed the minimum required for a particular location is you so desire.
