My Dad is building a 4 spot commercial building. All will be metered seperatly. He will be leasing them out to small businesses. He wants to put a 200 amp in three spots and a 100 amp in one spot for a office. The gear will be mounted on the building outside. Not knowing what kind of load will be on this building other that service size per spot what size main service to the whole building should be put in.

IT's all in the Code (In your case)

Start about Article 210 and read on,

It's as simple as a name assignment, in respects to the AHJ, or the NEC...

I'd go with 1000A, you never know if the office will be a canteen one day, or other.

Even better, what's available in the neighborhood ?

When considering your building use and total square footage you will be able to better identify what the best configuration of your electrical system should be. (single phase, three phase:120/240, 120/208, 277/480) Once you have identified the use and square footage you can look to article 220 for calculating your loads for each space and then the service size.
