There is a 1 story block building garage that does change motors with no pits that needs a service change.

I figured this is a "major repair garage" based on the above.

From 511.3(C) it seems to me that this location is Class 1 Division 2 Zone 2 do you agree?????

Now for the Panel if im in the right place 501.115B seems to say I will need a class Class 1 enclosure or in my terms explosion proof?

Your help would be greatly appreciated

Parts of the area is Class I, Division 2, but only parts. You need to pay close attention to the right hand column in Table 511.3(C). In general the classification does not extend more than 18" above the floor. Standard panels are permitted unless you put the panel or parts of it within the classified area.

Ok thank you so basically normal code rules above 18” in this case

Not completely, there are special rules for the wiring methods...you need to study the whole article.
Got it I was mostly concerned with the panel. I found some helpful info in 501 commentary table for wiring methods
