What is your situation with the number of conductors in a raceway? which may lead to ampacity adjustment as per 310.15(B)(2)(a).
How are you justifying the 30A breaker, based on the lamp base type (heavy-duty lampholders are required for 30A BCs)?
Are there Troughs (wireways)? How many conductors are there present in any one cross sectional area? I have seen that issue many times as well.
You may have to redesign the circuitry altogether.... This issue you have may be much more extensive than you realize.
