Walked into a job last week where the electrical installation is nearly complete in a long two-story condo-building of around 25 units. I noticed NM-cable above what would soon be a drop ceiling. I said to the project manager that was not permissable by code...so we looked it up. Turns out that because the units are for sale, and not for rent, the building is a multi-family dwelling. One more kicker was that the entire building ( oh a senior, retirement condo-building ) has only two handicapped units and they are on the top floor. So when the fire-alarm goes off and the elevator shuts down, the hadicapped, elderly residents can roll themselves over to a window and throw themselves out.

Your right somethings not right.

The NEC does not dictate wiring methods based on renting or buying.

There is more to the story than Bill has posted.
 
This is a multifamily dwelling unit and NM is permitted above drop ceilings in such occupancies.
(2) Exposed in dropped or suspended ceilings in other than one- and two-family and multifamily dwellings
