When installed in accordance with 334.10(3) and not prohibited by 334.12. Also remember that if the building is an assembly occupancy there are restrictions in those building for the use of NM cable. I have wired and worked on many 80,000 to 100,000 sq ft concrete and steel buildings with NM. The only thing that has really put a stop to that was the latest change the prohibited NM above commercial suspended ceilings.
