Common Panel in Multi-family Dwelling

Is it code for a multi-family dwelling to have a common panel box for all the miscellaneous electrical devices?

A common panel will require it's own service and it's own meter correct?

I live in Harrisburg Pennsylvania and a property owner called me about a house that was converted into 3 apartments. He said he got a notice from PP&L (Pennsylvania Power and Light) that some circuits need to be fed off the common panel. Now I wasn't in the basement yet to take a look but there ate only 3 meters outside. One for each apartment.

That to me says there is no common panel.

Am I right about this and if so does a whole new service for the common panel need to be installed?

It would need it's own meter, but not necessarily a new service.

What's there "seems" to be working, so barring doing a complete load calc. for the building [not a big deal] ...why re-invent the wheel?

On the flip side....depending on how the service and panels are configured...it may be cheaper to call in the re-do crew and start fresh










...or not :)
