Does the NEC allow a plaster ring (Mud-ring) only for communication cable jacks in a non-fire wall in a commercial building?

The NEC allows that which it does not prohibit. I don't believe it governs LV plate supporting.

Common installation technique. They even sell mud ring style plates for the purpose that basically do the same thing.
